Matthew J. Reilly, Managing Partner & President

Completed studies in Business Administration, Valencia Community College Associate Degree 1980, International Chartering and Shipping Operations 1989. Started work in Marine Transportation business 1981. Lived in Latin America and fluent in Spanish; Over five years of seagoing experience working himself up to a Mate’s position on large ocean-going barges ranging from 16,000 tons to 35,000 tons deadweight. Chartering and operations assistant from 1985 to 1989 for Marine Carriers Corp. operating American flag bulk carriers. Operations manager for Coastal Carriers Corp., from 1989 to 1992. Responsible for a fleet of over 100,000 deadweight tons and 45 million dollars in value. From 1992 to 1996 Executive Vice President of Coastal Barge Corp. where assumed chartering and operational responsibility for 40,000 ton American flag vessels. For operations of these vessels during Operation Desert Storm, we received a Navy Commendation for excellent operations where we successfully loaded and discharged several military cargo shipments, including over 100 M1A1 tanks. Carried out innovative lightening techniques in open seas off of all areas of Africa by chartering vessels totaling over 500,000 deadweight tons delivering bulk grain for the PL-480 and emergency food aid programs (USDA, USAID, World Food Program). Also carried out substantial deliveries of USAID cargoes by truck and barge from the ports to inland areas in Latin America, Africa, and Asia.


William P. Reilly, III – Managing Partner & Executive VP & Chief Financial Officer
MBA Corporate Finance from Pace University and BS Accounting St. John’s University.  Bill's career in operations and finance has spanned over 25 years  His responsibilities included  manufacturing processes, distribution, international operations, and financial reporting.  Streamlining operations and recognizing cost efficiencies has been his forte throughout his career. Bill has held senior finance and operational positions in various industries including transportation and logistics, music distribution, communications, and food service. He was Vice President of Finance at a major Fortune 500 company, served as owner and President in a food service company, and currently devotes his time to Celtic's international and domestic maritime operations.


Joseph Luciano, Operations Manager

St. Peter’s College degree in Management. Decorated Vietnam veteran   where he served 4 years in the Army Air Calvary. Continues flying helicopters for the Pennsylvania Air National Guard, where he is still active as an officer. For 15 years he headed his own air and marine logistics company. Until 1999 was the U.S. representative of Rennies Logistics, a major logistical and transportation based in South Africa. In that capacity conceived and executed several significant logistics operations involving project cargo, bulk, and specialized cargoes throughout southern Africa. Experienced in both marine and air freight logistics, especially for sensitive IMO type cargoes. Joined Celtic Shipping in 1999.


Earl Stuart, Technical Manager / Port Engineer

Degrees from SUNY Maritime College and Adelphi University including an MBA in Management. Retired Chief Engineer, with an unlimited license for steam or motor vessels of any horsepower. Has over 27 years of seagoing experience including over 11 years as a Chief Engineer. He is a specialist in the International Safety Management and ISO 9002 systems and has experience in the certification process. He assisted in the activation of the above-mentioned 50,000 ton self unloading bulk carrier. He is certified in advanced firefighting, a Hazmat technician, and has confined space training. He has advanced computer training. He is a retired Lieutenant Commander in the U.S. Naval Reserve. He joined Celtic Shipping in 1998.
